The current code considers a pool with all root disks to be as part
of a testing environment even if there are other pools with mounted
disks. This will result to illegitimate writing in root disks.
Fix this by simplifing the logic: require MINIO_CI_CD in order to skip
root disk check.

- using filepath.ToSlash() use when needed
- remove all non-Go style comments from the codebase

This code is necessary for `mc admin update` command
to work with fips compiled binaries, with fips tags
the releaseInfo will automatically point to fips
specific binaries.
- Implement a new xl.json 2.0.0 format to support,
this moves the entire marshaling logic to POSIX
layer, top layer always consumes a common FileInfo
construct which simplifies the metadata reads.
- Implement list object versions
- Migrate to siphash from crchash for new deployments
for object placements.

The change now is to ensure that we take custom URL as
well for updating the deployment, this is required for
hotfix deliveries for certain deployments - other than
the community release.
This commit changes the previous work d65a2c6725
with newer set of requirements.
Also deprecates PeerUptime()
This PR allows 'minio update' to not only shows update banner
but also allows for in-place upgrades.
Updates are done safely by validating the downloaded
sha256 of the binary.

- Split GetCurrentReleaseTime() into two simpler functions.
- Avoid appending strings when assembling user-agent string.

isDocker was currently reading from `/proc/cgroup` file. But
this file alone is rather not conclusive evidence. Docker
internally has `.dockerenv` as a special file which we should
use instead.

Go's current os.Stat() lacks support for lot of strange
windows files such as
- share symlinks on SMB2
- symlinks on docker nanoserver
- de-duplicated files on NTFS de-duplicated volume.
